The Construction Products Regulation (EU) No 305/2011 applies to products intended for permanent incorporation in construction works and placed on the EU market under a harmonised technical specification, such as a harmonised standard (hEN) or a European Technical Assessment (ETA).
Whether CPR applies depends on the intended use of the product in construction works and its inclusion within the scope of a harmonised standard. If a product is covered by such a standard or has been granted an ETA, CE marking becomes mandatory.
CE marking under CPR is triggered when a construction product is placed on the market and is covered by a harmonised standard or an ETA, and the manufacturer has demonstrated conformity through the applicable assessment and verification of constancy of performance (AVCP) system.

The Declaration of Performance (DoP) is a mandatory document under the Construction Products Regulation (EU) No 305/2011. It is issued by the manufacturer when a construction product is placed on the EU market and covered by a harmonised standard or European Technical Assessment (ETA).
The DoP declares the performance of a construction product in relation to its essential characteristics as defined in the applicable harmonised technical specification. It forms the basis for CE marking under CPR.
A DoP typically includes product identification, intended use, manufacturer details, system of assessment and verification of constancy of performance (AVCP), reference to the harmonised standard or ETA, and the declared performance values of relevant essential characteristics.
The manufacturer is responsible for ensuring that the declared performance is accurate and supported by appropriate assessment and documentation.
Factory Production Control (FPC) is a required element of the conformity assessment system under the Construction Products Regulation (EU) No 305/2011 for most construction products covered by harmonised standards or European Technical Assessments (ETA).
However, the extent and verification of FPC depend on the applicable system of Assessment and Verification of Constancy of Performance (AVCP). In systems with higher levels of third-party involvement (e.g. System 1+ or System 1), a Notified Body is required to assess and monitor the manufacturer’s FPC. In lower systems (e.g. System 3 or 4), the manufacturer is primarily responsible for establishing and maintaining the FPC without continuous third-party surveillance.
While FPC is a core requirement for demonstrating consistent product performance, the level of control and external involvement varies depending on the product category and applicable AVCP system.
Yes, a single CPR assessment may cover multiple product variants, provided that the variants fall within a clearly defined product family and share the same essential characteristics relevant to performance under the applicable harmonised standard or European Technical Assessment (ETA).
The inclusion of variants depends on whether differences in design, materials, dimensions, or intended use affect the declared performance of essential characteristics. Variants that do not impact performance parameters may typically be grouped under one assessment and covered by a single Declaration of Performance (DoP).
Where variations may influence performance or compliance with the Assessment and Verification of Constancy of Performance (AVCP) requirements, additional testing or separate assessment may be necessary. A technical evaluation is required to define the allowable scope of product variants within a single CPR assessment.
The duration of CPR preparation depends on the product type, the availability of harmonised standards or a European Technical Assessment (ETA), and the completeness of the technical documentation.
For construction products fully covered by a harmonised standard and supported by complete test data, the preparation phase may take a few days to several weeks. For more complex products, or where testing, initial type testing, or Notified Body involvement is required, the process may take several weeks or longer.
Additional time may be needed if Factory Production Control (FPC) systems must be established or audited, or if product modifications are required to meet the applicable performance requirements under the Construction Products Regulation (EU) No 305/2011.
